Miracle Rᴇscue: Abandoned Puppy on Brink of Dᴇath Saved by Compassionatᴇ Care!

The breeder did not want to keep her because she was unfit for breeding.

The Lancaster SPCA initially chose not to file charges against the breeder because they could not prove beyond a reasonable doubt that the individual intentionally and consciously neglected care for the animal.
